NVS STAFF BENEVOLENT FUND

It is proposed to set up Benevolent Fund for providing financial assistance to the employees of the Samiti in certain situations.  The draft of the proposed scheme is given below

NVS STAFF BENEVOLENT FUND RULES

1.          TITLE, PURPOSE AND COMMENCEMENT

(i)      The Rules shall be called “The NVS Staff Benevolent Fund Rules 2011”, hereinafter called the FUND.
(ii)     It will provide assistance to the employees of the Samiti / or their family who may be in distress.
(iii)    They will come into force with immediate effect.

2.          APPLICATION

These Rules shall be applicable to all regular employees of the Samiti (including deputationist) working in Jawahar Navodaya Vidyalayas, Regional Offices, Navodaya Leadership Institutes and HQrs. Office of Navodaya Vidyalaya Samiti.

3.          DEFINITIONS

In these Rules, unless the context otherwise requires: -

1)   “Family” means: -

i)             Wife in the case of male member.
ii)           Husband in the case of female member.
iii)          Minor sons and unmarried daughters, including adopted sons and daughters, provided there are no sons and daughter and valid proof of adoption is produced.
iv)         Dependent Father, Mother, Unmarried dependent Sisters and dependent Brothers under the age of 18 years in the order mentioned.

2)   “Fund” means the Navodaya Vidyalaya Samiti Staff Benevolent Fund.

3)   “Members” means an employee of the Navodaya Vidyalaya Samiti who subscribes to the fund.

4)   “Objectives”, the objects of the fund shall generally be: -

(i)          To give immediate relief to the family of a member in the event of his / her death while in service in addition to the death relief admissible under the Navodaya Vidyalaya Samiti Group Savings Linked Insurance Scheme, 1991.

(ii)         To grant monetary aid to the members and their families in exceptional cases of prolonged illness or serious injury requiring prolonged treatment including cost of actificial limits when the Government helps under the medical attendance rules is insufficient or inadmissible and expenditure to be incurred is beyond their means. The amount of assistance being limited to the difference between the actual expenditure incurred by the member of the fund and financial aid admissible under the Medical Attendance Rules. The aid to the member or his / her family under going treatment in private hospitals / institutions shall be limited to actual expenses on medicines and surgery charges, if any, subject to ceiling prescribed here under.

(iii)        To grant scholarships to the children of members for pursuing higher  education in professional courses for _____degree programme on the basis of merit in board examinations at XII Standard.

(iv)       To organize courses of training in handicrafts and other useful skills and vocations to the families of the members.

(v)        To take up the novel projects for the general welfare of the Samiti’s personnel and their families.

(vi)       Any other course that may be decided by the Managing Committee from time to time.









5)  MANAGEMENT OF THE FUND: The fund shall be administered by Managing Committee, consisting of the following: -

(v)      Assistant Commissioner(Academic) Hqrs.


6)     SOURCES OF THE FUND: - The main source of the Fund shall be: -

a)           Subscription and donation from members.

b)           Donations may be accepted from public limited companies, Nationalized Bank, Co-operative institutions and other public institutions with prior approval of the Managing Committee. No donation shall be accepted from any individual except Member of the Fund.

c)           Grant-in-aid sanctioned by State Government or Central Government with such conditions as may be prescribed.

d)           Receipts realized by way of interest on short term and long term fixed deposits of the Benevolent Fund.


e)           Any other source with the permission of the Managing Committee and / or Government.

7)     MEMBERSHIP:

        The membership of the Fund shall be open to all regular employees  of the Navodaya Vidyalaya Samiti.

        Managing Committee shall maintain a register in Form I of members who are working in its jurisdiction including those deputed to Foreign Service and posted to other Departments.
        The subscription of the members shall be deducted from the pay and allowance once in a year by the Drawing & Disbursing Officer and where such deduction is not possible from any member, it shall be the responsibility of the pay dispensing Office to ensure the collection of subscription and that of the member concerned to pay the subscription. Collection shall be made from all Staff from the pay of April every year.

8)          PAYMENT OF RELIEF TO FAMILY ON DEATH OF MEMBERS:

1)           Every member shall nominate one or more members of his family in Form 3 to receive the amount of death relief and further relief that may be sanctioned under these Rules on an application made by them in Form No. 4.

2)           Where a member nominates more than one person, he / she shall specify indicate in the nomination form, the proportion in which the amount has to share by each nominee.

3)           Where a minor member of the family is nominated, the person authorized to receive payment of his / her minority shall also be nominated.

4)           A member may, at any time, file a fresh nomination in cancellation of the nomination originally or previously made.

5)           The amount of relief, is payable to the nominee of nominees according to the nomination subsisting as on the date of death of the members.

6)           In the event of death of a member of the fund while in service, death relief may be sanctioned subject to the maximum of Rs. 50,000/- to the nominee of the deceased or in case of non-availability of a nominee, to the next of kin of the deceased on production of legal heir certificate issued by the competent authority.

7)           In case of permanent disability (As certified by the Chief Medical Officer of the District/Civil Surgeon) of a member, a maximum amount of Rs. 25,000/- may be sanctioned.

09)    GRANT OF FINANCIAL AID FOR THE EDUCATION OF
          THE CHILDREN OF THE MEMBER: -

1)  Application for grant of financial aid for the post XII   education of the children of members shall be made in Form 5.

2)  No aid shall be granted for the education of children who are in receipt of scholarship from the State Government, Central Government or any other source.

  3)  Under special circumstances the children who are in receipt of free ship shall be entitled for the financial aid limited to examination fee.

4)   In other cases, financial aid may be given as follows:

a)           Any child of a member of the Department obtaining a rank within the first ten in a public examination conducted in the State by the Department of Education and the University will be entitled to a sum of Rs.5,000/- in case of under graduates, and Rs.10,000/- for post graduates and professional degree courses.

b)           Payment of examination fee is left to the discretion of the Managing Committee, which would take into consideration the funds at its disposal apart from the merits of the case, but this payment can be made only for examinations conducted for XII and above.

c)           In the case of any child studying in technical degree courses or post graduates courses a sum of Rs.5,000/- per annum may be sanctioned subject to the maximum of Rs.50,000/- for the entire course. In the case of post XII courses only tuition fee at the discretion of the Managing Committee.  This facility is restricted to only two children of the member.




10.       PAYMENT OF RELIEF IN OTHER CASES

1)           Application for relief in cases not covered by rules 9 and 10 shall be in Form-6.

2)           The amount of relief shall depend on the pecuniary condition of the member and shall not, in any case exceed the difference between the actual amount of expenditure incurred by the member and the amount already sanctioned, if any, under the medical attendance rules or any other rules.

3)           Unless there are special reasons to the contrary no subscriber shall be entitled to relief more than once in 12 months. This will not apply to cases of sanction of periodical payment.

4)           No loans shall be sanctioned from the fund to any member for whatever purpose.

5)           If any member or his / her family member / members, avail treatment other than in Government medical centers/in emergency situation,  in such an eventuality the relief is restricted only to the extent of actual expenditure incurred on medicine (duly countersigned by the concerned doctor) and surgical charges.

11.       SUBSCRIPTION: -

A.           The rates of monthly subscription to the fund shall be Rs. 200/- per year.

B.           For availing relief under Rule 9, 10 and 11 supra, the member should have contributed the amount as specified under 12(A) regularly and up to date.

12.       ACCOUNTS OF THE FUND:

1)           Subscription and other receipts realized on behalf of the fund shall be credited to the savings bank account in any of the scheduled bank to be opened in the name of the fund.

2)           The subscription deducted / received from the members shall be collected by the Drawing and Disbursing Officer from the salary payable for the month of April every year. The amount so collected, shall be sent immediately after collection and in any case within a week to the Managing Committee along with a statement in Form-7. The subscription collected from the staff working in Foreign Service and in other departments shall be sent to the Managing Committee from which deputed or posted.

3)           The subscription received shall be taken to the Cash Book maintained in Form 8 and remitted to the Saving Bank Account opened for the purpose in any of the scheduled banks.

4)           Managing Committee shall maintain a  roll for all the members of the fund and make entries of the subscriptions received on the basis of the statement received.

5)           Managing Committee shall maintain a register in Form 9 to show the receipts of application for sanction of relief, which will serve as the basis as record for passing orders in monthly meeting.

6)           All donations to the fund either from institutions shall be received by the Secretary of the Managing Committee by issuing receipts in Form No. 10 and credited to the fund.

7)           At the end of each quarter the official incharge of benevolent fund shall draw a balance sheet in Form No. 11 and a demand collection balance statement in Form no. 12 and action taken to recover the subscriptions. At the end of financial year the Managing Committee shall render accounts in Form No. 13.

8)           As the maintenance of benevolent fund account entails additional scriptory work, payment of monthly remuneration to the official who writes the cash book and attends to the correspondence may be sanctioned as decided by the Managing Committee.


13)   POWERS OF THE MANAGING COMMITTEE

1)   The Managing Committee shall be responsible for the administration of the fund. It may frame such rules and regulations as may be necessary for the general control and supervision of working of the funds. It shall have powers to sanction expenditure, which is considered necessary for activities of the fund.

2)              The Chairman of the Managing Committee can     sanction    relief in emergency cases.

14)   MEETINGS: -

The Managing Committee shall meet normally once in three months or often, if necessary. Two thirds of members of the Committee shall form the quorum of the meeting. The President or in his absence Secretary shall preside over the meeting and shall exercise casting vote in the case of equality of votes.

15)   POWERS AND FUNCTIONS OF THE SECRETARY

1)     The Secretary of the Managing Committee shall exercise all such functions as may be required for the proper conduct of the administrative business of the fund under the direction of the Managing Committee, without prejudice to the generality of the above be shall:

a)   Be responsible to the Managing Committee for the discharge of all duties to be performed by him.

b)   convene meetings of the Managing Committee in consultation with the President and bring to its notice all matters requiring consideration.

c)   Conduct correspondence on behalf of the Managing Committee.

d)   Record minutes of the meetings of the Managing Committee.

e)   Receive all applications for grants from members.

f)    Operate the savings bank account opened in the name of the fund.

g)   Be responsible for the proper accounting of money all money received, payments made and for the proper maintenance of the accounts and supply of relevant information relating to the fund.

h)   Remit promptly in to the bank, all money received on behalf of the Fund.

i)     Sign all cheques for making payment or incurring expenditure authorized by the Managing Committee.
